Largest country to not touch an ocean, yes.
But "landlocked" means no coastline, not that it's not touching an ocean.
So the fact that it shares a coastline on the Caspian sea definitely excludes it from being "landlocked" (let alone "completely landlocked").

Article is correct. Landlocked means no direct access to sea or ocean. The Caspian "Sea" is an inland lake. CIA World Factbook on Kazakhstan:
Coastline: 0 km (landlocked); note - Kazakhstan borders the Aral Sea, now split into two bodies of water (1,070 km), and the Caspian Sea (1,894 km).
