Often times, the horns are to shout/swear at other drivers. When X drives badly, the guy in front of X, the guy on the left of X and another random guy will blow the horn to tell X that they're swearing at him. However, since X doesn't know the horns are aimed at him, he continues to drive badly, causing more horns around him.
This stuff is complicated.

I walk a lot on my travels. On the highways, trucks (and every other vehicle) honk to warn you that they are coming from behind. The truly annoying thing is all these vehicles lay on their gigantic horns when they are just a couple of feet behind you!!! Ditto in Bangladesh too.
But the Indian subcontinent is actually not the most honk-happy place on Earth. I believe that distinction goes to Egypt!

I'm a driver myself and when I drive... I find the roads are narrow, and the traffic density is high... The people move randomly on the street, hence it almost becomes a MUST to honk your horn to warn them or they might come in front of your car unknowingly (It is next to impossible to hear the car's engine amidst all noises)...Also, you need your horn during daytime in order to overtake other vehicles...
Truck drivers uses horns not because they like it, but to warn people beforehand... As they might not be able to stop immediately in case of an emergency...
While walking, it may seem that the drivers are using the horn just to annoy people, but from the driver's seat, it's a different perspective...

Fck man I am a indian and it sucks hard. This honking makes you mad. On the top of that some morons just wont stop. Honk honk honk honk honk OMG PEACE PLS **rage* A new law should make it mandatory that car horns should not be usable for honking more than 2 sec at once.

Just saying, what would you do when you're on a highway and the guy in front of you suddenly decides that it's a wonderful day and he should stop in the middle of the road? Or if a group of people are walking extremely slowly on a road when you're late for something? (cough) political rallies (cough)
Horns are abused by people here, sure, but making a law that states that horns cannot be used for more than a specified amount of time is just absurd.
Also, it's not always possible to check whether you've been honking for two seconds straight or not. I, for one, never use a stopwatch while somebody's blowing a horn.
