As network parental control program I use
Time Boss Pro. Very useful software.
I can connect from my PC directly to kids PC and change remaining time if needed....

Our family started using a router called ParentBox because it groups all the computers and devices in our house by owner and my wife and I can easily who's been online and when! We also now set time limits for each child to give them a reasonable time online but to make sure they're not talking to strangers or whatever after bed time.
